Summary
The NATO Support and Procurement Agency (NSPA) is publishing an advance notice of a future procurement (Future Business Opportunity, FBO No. KST2601, ID 26OEM030) for Architecture & Engineering (A&E) services in Spain. The aim is to establish a Basic Contract Instrument (BCI) bringing together 10 service packages: requirements review, feasibility studies, design phases (Concept, Developed and Technical Design), bid evaluation, quality assurance during construction, legal advice and technical representation. Companies of all sizes may offer all or some of the packages, to maximise competition in the Spanish market. The A&E firms will act as NSPA's subject matter experts (SME) throughout all project phases (design, bidding and construction). The deliverables comprise a full design service from concept design (Ante Proyecto) to final technical design (Proyecto de Ejecución), including a Ready-to-Advertise (RTA) package, detailed pricing schedules and bidding support. The scope covers complete infrastructure design: electrical, water, HVAC, fire protection, security, relocation of existing utility networks and fully operational facilities. Designs must comply with NATO, Spanish and EU standards and allow for international competitive bidding. Participation requires registration in the NSPA Source File supplier register. The notice was published on 21 September 2026 and the deadline is 9 November 2026. Note: this is an informational advance notice only, not a Request for Proposal (RFP) or a commitment. No value, contract period or evaluation criteria have been stated. The actual RFP, with additional terms, will be published later on the NSPA eProcurement portal; the portal documents have not been taken into account in this summary.
