Summary
The NATO Support and Procurement Agency (NSPA, Luxembourg) is seeking, under RFP ABE26005, a supplier for the provision of office supplies, small supplies, equipment and consumables to NATO GPSS user units. The objective is to establish a framework agreement under which orders will be placed as needed as separate call-off orders. NSPA does not commit to any minimum quantity. The procurement covers a broad product range, including filing and archiving supplies, writing instruments, IT environment supplies, paper and notebooks, presentation and communication supplies, furniture, envelopes and general services (lines 10–120). Deliveries cover NSPA centres (Luxembourg, France, Hungary, Italy), NATO HQ (Brussels), NCIA, CMRE (La Spezia) and SHAPE/ACO sites in several countries. The delivery term is DAP (Incoterms 2020). Two separate SOW annexes are included: Tab 4, supply and removal of used HP ink cartridges (approx. 400–600 cartridges/year, Capellen), and Tab 5, reprographic paper (on average approx. 10 million A4 and 1 million A3 sheets/year, FSC/PEFC certification, grammage 75 g/m², etc.). Bidders may bid for one, several or none of the locations (tabs). Eligibility: registration in the NSPA Source File and on the e-procurement platform, supplier from a NATO member country, ISO 9001 or equivalent quality certification, and a functioning online ordering portal. For exports from the USA, the supplier acts as USPPI/EOR. Evaluation: lowest price among technically compliant bids; minimum technical rating of 'Good' for at least 80% of each requirement. Pricing: core items weighted at 80%, non-core items at 20% (proxy: 25% of the core list total with discount). Bids are due by 9 November 2026, questions by 12 October 2026, and bids must remain valid until 9 February 2027. Note: the notice includes annexed documentation (incl. Terms and Conditions, PBoQ/PBoS pricing schedule, General Provisions, Termination for Convenience, OHS prevention plan), which could not be read in full, and its terms have not been taken into account in this summary.
