Summary
NSPA (NATO Support and Procurement Agency, Luxembourg) is issuing a Request for Information (RFI, ref. NSPA(2026)OLSP/MRTSPG/023) to prepare a contractual framework for Multinational Railway Transport Services (MRTS) from 2027 onwards. This is a market survey to gather feedback from European railway operators, not yet a binding Request for Proposal. The services cover rail transport of military equipment and personnel (PAX) across Europe, with a focus on west-to-east and south-east-to-north-east movements. Categories to be transported include light vehicles, containers (20/40 ft), NATO Class V (ammunition, explosives, chemicals), NATO Class III (POL/fuels), oversized cargo (max. 80 t) and personnel with their personal weapons. The proposed framework is based on three pillars according to different response times (Notice to Move): Peace (more than 90 days), Deterrence (90–10 days, a four-tier classification and assured access arrangements) and Crisis (less than 10 days, single supplier). The preliminary model is a multi-supplier procurement with a five-year base period, extendable to a maximum of ten years. Participating countries: all NATO member states and Austria. Suppliers must register in the NSPA Source File system. The RFI questionnaire must be returned by Friday 26 June 2026 (point of contact: Kyle Bookhardt). The actual RFP is tentatively planned for June 2027. The deadline of 31 March 2027 stated in the notice differs from the 26 June 2026 deadline in the cover letter; the exact RFP schedule and quality assurance level will be specified later in the RFP and SoW. The referenced documents (RFP, SoW, NSPA General Terms and Conditions and legal provisions, Procurement OI) contain additional conditions not covered here.
