Summary
The NATO Support and Procurement Agency (NSPA) announces its intention to award a sole source contract (Notification of Planned Sole Source Award, NPSSA, ID 26LWM018) for the operation and maintenance of the Mission Simulator for NATO's E-3A AWACS aircraft. The intended contractor is Plexsys Interface Products Inc. (listed in the notice with NCAGE 4000058406). The period of performance is 1 January 2027 – 31 December 2031. The value or quantities of the procurement have not been disclosed. As justification for the sole source award, NSPA states that Plexsys designed the system to the customer's requirements and owns the intellectual property rights, source code and applications required to operate the simulators. This is not an open competition. Other companies that consider themselves capable of performing the service may submit evidence of their capabilities, for example references from previous deliveries. Evidence must be sent by email to antoine.saffers@nspa.nato.int, zackary.russell@nspa.nato.int and source-file@nspa.nato.int no later than 10 calendar days after publication of the notice. Based on the publication date of 13 October 2026, the deadline is approximately 23 October 2026. The deadline of 1 March 2027 stated in the notice details conflicts with this. NSPA will provide its assessment in writing within 15 calendar days. A formal complaint against the assessment may be filed within 5 calendar days, and an attempt at an amicable settlement must be made beforehand. The complaint is to be addressed to the contracting officers, with a copy to the NSPA Competition Advocate. A rejection of the complaint may be appealed to the ARDB, whose decision is final. The referenced documents (OI 4200-01, OI 4200-08, OI 4200-09 and the ARDB Practice Direction) contain additional terms not covered in this summary.
